This was previously priced at 1 Bud. Lol
0 Valid Sales I could find.
http://www.tf2outpost.com/trade/26858877 --- Unsold for 1 Week @ 20 Keys
But there was a sale...
http://backpack.tf/profiles/76561198117577469?time=1440399600 8/24 - 8/25, you think this may be an outlier?
Histories don't really add up on those. Probably why it wasn't used.
Looks like there's something here though, probably ~14 with a bubbling western mini:

Bubbling Western + ~2 keys of sweets
Oh ok, seems fair enough
Yes. The G. Fetti Napper's sold for a KaW Bandana (one on outpost reserved for 22 keys) which, + Prancer's (There's an Unsold at 14 I think) sold for the Guad.
That sale is ~35, and is countered by this seller.
Current value is 23. Total drop here is literally 15%, so I guess this is valid lolI'm a little confused. Dividing 23 by 1.15 gives 20, so you'd assume it's a 15% drop, but 10% of 23 is 2.3, and 5% is 1.15, so it'd have to drop by 3.45 keys, which would render this suggestion basically invalid...
Which way is correct?
1 year outdated price, i don't think that rule will prevent this from being accepted.
Anyways, according to the guide, the value of the hat has to drop at least 15%, which would be 3.45 keys (0.15*23). If you divide by 1.15, you are actually taking the 87% of the value instead of the 85% (1/1.15=~0.87)
Edit: this is similar to SCM sales, where taxes are 15% of what seller receives. So if the buyer paid X, the seller received X/1.15, which would be 0.87*X (not 0.85*X, which is a common mistake).
Yea, 23 - 3.45 = 19.55 (rounding to 20)
