In scm sales, you have to make a range from what the buyer paid and what the seller receives.
If it's the only sale and it's with a collector, no you don't.

Is that the way the rule works? The way I have mostly seen it applied is that if there is one on the market, it has to be 1 month from the time of the sale before it can be suggested with 1.

Well, THAT one's been unsold for a month, and the one that sold isn't going to be resold.
It's an odd situation, but given the way a lot of rules are being bent recently I wouldn't vote against this.
