It feels as though the value is low due to the complexity of the sales here. However, the only other sale I can see involved DedAndrei, and his backpack can't be retrieved on a certain day, making the sale almost untrackable...
I think this shows exactly why sales like the one for the AA should be avoided. My general rule of thumb is to not allow suggestions where the item suggested is less than half the value of other items in the trade. This was most likely offered on the AA (AA has an outpost trade, this one doesn't). In fact, the AA owner is explicit about not accepting third gens, so the scopers owner was probably the one expected to overpay above the 21 key value on the AA. Without overpay, that sale rounds to 13 keys. That's a pretty big difference from the 10 it's getting valued at here. This sort of discrepancy happens in sales like these. This was probably offered on the toque too. I would probably go with a more conservative range of 10-13. None on the market. 9-10 is probably quite low.
After Jacobmeister's comment I was thinking the same, although I wasn't 100% sure if that would've been a good idea, since there haven't been any on the market for quite a while.
I'll go with 10-13 then, resuggesting.
