In fact the change is 0%. Just a simple refresh. Since there is no valid sellers @ 2 ref on Outpost.
I know it's 0% but is it allowed? In the past I think it was only in some cases or if you provide a sale at your suggested price. Also refresh for non-unusuals isn't required.

If justification is provided, then the 5% rule can be broken. Here it is shown that 2.66 doesn't sell, but 2 ref is a quickbuy price with no sellers on outpost there, so I'll accept this
