First off, 14 for a bubbling noble sounds rather low. Might just be me, though.
Sale 1 had sweets added on the Noble's end (I've used the Near ID function here to show what was added:)

Hmmm interesting, i didn't check those sales while helping with the mini, so i didn't notice.
About the noble, there are two sales for 14:
1) Sold for a Stormy Storm Détective Noir (15 keys ---- ~14 after overpay)

2) 7 keys + Sultan + 2 craft hats (around ~14 as well)

Probably would need more digging, but 14 keys wouldn't be that far from its real value.
Fair enough, then. I'd still be inclined to call 14 an outlier due to the 16 pure offer, though.

You mean on the Bicorne? Yeah, after adding sweets the first sale would be around 15-16 keys, and the second around... 19 maybe?
Then, assuming that the inspecteur mini used in the other suggestion is right, we have sales at ~15, ~19 and ~21. Probably the range would be better.
So is my range more accurate than Friendly Hoovy's range?
Apparently, yes. But it depends on that inspecteur mini that Friendly Hoovy did. The inspecteur that was traded for the Bicorne was gifted, but the one used in mini wasn't. Anyways, he got 21 keys from that sale. If we take in account it was gifted, it would probably fall around ~19 keys which is your flame+sniper sale.
I don't know, maybe 15-19 is the right range if we forget about the inspecteur sale? It's up to you. (anyways, you should do the right maths with sweets added to each sale)

Check the sweets added to each sale as Jacobmeister pointed out and do the maths. I just rounded based on the screenshot but could have missed something.
But yeah, whatever you obtain from there would be better than 14-21
