15 keys (14.6 keys also rounds up to 15)
Setting as high-end value
Sales at 12 keys and 14 keys and offers at 13 and 15 keys, 12 keys is an outlier, took 14 as low-end and 15 as high-end
None on outpost, one listing on backpack.tf at 14 keys, 11 ref (14.69 keys) (not sure, if screenshot is needed to that, like on normal item suggestions, but here it is http://imgur.com/QktBkUF )
Can't base a high end off of an offer. You know you can't set a low end with it so why would a high end be any different? You explain yourself in the trade why it doesn't work. It does at least help to disprove 12 as an outlier.
Resuggest at 14 flat.
It's okay to use if it's a valid offer. Here he doesn't even have the keys. Most of the time, people like that don't come through. Still, I'm calling this close enough.
