Yes and no. Collector's Items sold 199/200 are generally sold in that way so that the buyer can have their name first in the history, which is a rather large deal for collectors and Collector's Items. I have seen people pay more for a 199/200 set just because of the one man history on the final product than the same Collector's item that was already crafted.

The chemistry set was almost filled. Only 1 weapon was missing. So it's like the collector's weapon sold for that price.
