The strangifiers are more rare than the strange hat variant. Some collect the strangifiers.

Because some hats have different qualities.

For instance, say you had a Texas Ten Gallon Strangifier (Just an example, not sure it exists)

You could put it on a Genuine one, and SKYROCKET its Value.

that's what I meant by flexibility to choose what you want to put it on :^)
