I think it is just 21 keys. The buyer bought a few items and he probably bought some of these using the 3 keys instead of the unusual. Most likely bought this. http://backpack.tf/item/4095494731

Yeah, I thought so to but couldn't be sure at the time. I looked at every key's history when suggesting and all of them said "unknown item", though looks like that has changed now, as only three of the keys are "unknown item". Thank you, I'll resuggest :)
