Isn't it still overpay? Since hes offering for a hat in "overpay (dunno how that works when the hat doesnt have a price)" cause normally if you are selling a hat for 30 keys, and i offer a 35 key hat for overpay and you accept, thats overpay so you apply overpay to the hat

If you're suggesting for the hat being offered on, apply overpay. If you're suggesting for the hat being offered, don't apply overpay. The Razor having no current price won't influence anything here.

So sales at 24, 25 (pure), 31, and ~40 (pure). Not sure what range I would go with here, but 24-28 is probably low.

Well, no actually. There is no 28. The 28 became the 31, if you remember. It would just be capped by the 30 key seller. 24-30 would be the best range you could create, but they probably won't be that picky when reviewing it. You should be fine here.
