We have always priced these off the named and described versions. The clean versions were considered glitched and were not counted as valid proof because they were no longer craftable. However, since they can now be made again by adding and then removing a killstreak kit, I will ask the other mods what they think about this.

You haven't been able to remove a name from a stock weapon in a long time.

You might want to reconsider buying all the tagged versions that are selling under the clean price. Clean ones have always been more valuable.

It costs more than the name or description tag. So no one is actually going to add it and remove it just to sell a clean weapon.
