Conclusion
Going to call sale 2 an outlier because fmca (buyer of sale 2 and seller of sale 1) refused offers at and around the 27, also it's the oldest sale, and the 35 key sale has sold to a collector who definitely won't resell. Also it's 1 of 1 and this is going to end up being the last valid sale most likely.
