Overclocked cap is currently 39 keys (outdated price, recent suggestion here http://backpack.tf/vote/id/560dbccdb98d88ee27cc1ab8 for 25 to 27 keys), so using the recent suggestion the Terror-Watt cap is valued at 17 to 19 keys.

The buyer sold it almost immediately ( http://www.tf2outpost.com/trade/27110363 ) for a duped Bubbling Modest Pile of Hat valued at 26 to 28 keys http://backpack.tf/stats/Unusual/Modest%20Pile%20of%20Hat/Tradable/Craftable/34 . Not sure if value should be lower since it's duped, but seems like the buyer didn't care. Gonna go with the high end for this suggestion (correct me if I'm wrong).
