I've seen many buy orders suggesting at prices around 8.66 - 8.88 ref.

I also think 9.33 ref is a bit too much [maybe that's cause I am new to TF2 Trading]

    Buyers don't buy at full price. Someone buying for cheaper than the set price isn't sufficient evidence. In order to lower the price, you need a set of sellers at the listed price and unsolds at the current price. Hope this helps :)
