7 is off of the range simply being because, if there's no one willing to sell it for that, why let it be part of the range?
12 is off of the range purely because, even with Spec KS it can't sell.
Going conservative with the sellers and both Classifieds and Outpost. SCM supports the range, so 9-10 Keys should be fine.

Correct me if I'm wrong, but I think sales are needed for a refresh on non-unusuals? :s
When you're changing the low and high ends for items, or turning it from a range to flat or viceversa i've been told it's fine in those cases(i've seen instances of 4-4.66 being turned into 4.33 flat for example).
In those cases (and I've seen these sorts of changes, I know what you mean) the low-end has been proved as a quicksell and the high-end obviously just won't sell.
I'm a little unsure here because we can't exactly prove 7 is a quicksale price. Market is historically very small for collectors though, so ehhh... I'll stay neutral I guess.
And actually, just checked that young seller at 10, looks like it closed. :P
He still has it on his inventory so we can't count it as a sale yet.
Welp let's just see what happens, but if it matters, SCM sales kinda disprove 7 keys I guess.
Last three sales on SCM are 21, 26, and 31. 21 is 8 keys (7.5-8.5 for seller-buyer) and 31 is ~12. In the absence of sales, I don't think the wide range really needs to be changed here.
Your sellers at 10 are young, so it doesn't mean it can't sell for 12 and you are showing unsolds at 9 which means that there's a chance it might be selling for 7.
With a seller with basic KS at 11 Keys unsold for 2 weeks and a spec KS seller at 12, I don't think selling a non-ks one at 12 would be too easy.
The market is kinda slow for these ones though, so I guess I'll leave this suggestion up and see what happens with the young sellers.
10 keys still haven't sold, I think this suggestion is fine now. One on SCM also sold for around 7 keys which is the current range, but I think a narrowing of the current one is fine.
