No real way to say why other than:

1. It has 5 in exsitance

2. Great effect + Great hat

3. Avg. price for a power surge unusal is ~50keys(check bp.tf unusual price list and go to effect and type power and you see).

4. Based of that it should settle right around there high enough to credit its tier hat wise and unusual wise without going super overpriced
