I'm gonna consider Sale #2 as outlier as it's close to being 3 months old anyway.

Sale 2 is only 2 months old. Not close to 3 months. It still has another month to go before it can be dismissed as an outdated sale and was a fully pure sale too.
Also I have never been clear on max heads. Since its an item wouldnt it need to have overpay applied? Or does it count equal to pure?
"For other items like HOUWARs, Max Heads, Buds, Bills, Australiums, you may not necessarily have to factor 10% overpay, but you will need to identify what they sell for easily in pure. A decent estimate of this is to go by 1 key less than the lowest classifieds value or 1 key under the current bp.tf range. "
It's not a hard rule; it's up to the suggester on wether or not to apply overpay. Or alternatively, 95% is used instead of the usual 90%
