Should you be rounding 135 up to 140? 135 is still a nice, clean number and would be more accurate than 140.
Rounding 135 to 140 is allowed, it's up to the suggestor if he chooses to do so.

I think you're misinterpreting that. It means if you have 132 you could round to 130, but if you have 133 you could round to 135.
That said, rounding is still at the suggestor's discretion though, so it's no big deal :P
