I'd pay 300 pure if I knew this hat was for sale, seems awfully low, especially given burning just (is in the process of) getting bumped to 2500

Not your opinion. Not anyone elses opinion. Not someones pipe dream bid that might or might not be real and might or might not ever even be possible (if the hat isn't sold again)

It definitely does feel low. It was only on Outpost for a few days, and he was looking for a C9 all-class. Plus, he had received higher offers: http://www.tf2outpost.com/trade/27041764

and considering his b/o was 500 ... you sure there wasn't other stuff involved? aside from this, if he was asking for a c9 COTOK as a part of his buyout, should overpay be applied to that?

Nothing else was involved - like I mentioned, he was looking for a C9 all-class, so he probably overvalued that C9 Crown.

This is the only sale. It can get re-priced when a new sale occurs (like with Burning, lol)

Also, I honestly doubt bobo the monkey boy will sell his. Any unusual he gets is usually locked in his inventory :P

We would probably have to wait for another one to get unboxed if this doesn't pass.
