The sale was not 21 pure. The seller had a b/o of 20 keys http://www.tf2outpost.com/trade/26962442
Judging from the backpack history, if you sort by time on the seller's backpack after the trade, you will see a machomann in between the 21 keys, with the keys being split at 18 keys and 3 keys. The 18 keys were involved in the same trade as for as IDs can tell. However, it seems that the trade went relatively quickly.
To summarize, 18 keys sale is a quicksale and the 19 keys seller hasn't sold in a week now. Eventhough the sale wasn't 21 keys, this range is probably close enough. Going to accept this.
