Sales like those are very meh to use, especially since its impossible to determine how many keys the fr0 was valued there (since there was a 10-key discount for buying both as it appears)
Sale 2 would be suitable for the rotation I guess (probably shouldnt in this case since this has no "usable" sales), but not for this hat, because its only a small portion of that trade (which is probably why it ends up so low)
I guess its worth waiting for the one that's currently selling for 25
