This seem incredibly high yeah.

I'm friends irl with the previous owner of the 1 of 1 PS Bicorne. It took a long time to sell it even for 60 keys. I realise they're not exactly the same but I reckon they're similar enough to call this an outlier even if it is a proper sale.

Yeah this will be most likely the case. Shouldn't use a trade between those two.

Judging from the notes on this trade - http://www.tf2outpost.com/trade/27533024 - it does indeed seem that this user was just helping broker the hat and would have taken ~90 in pure.
