I bought mine off the community market for roughly 78 dollars about 3 weeks ago making it worth for its low value 28-31 keys because of the community market pricing so I balanced it to 30 keys. - proof - http://i.imgur.com/HaEqz8w.png

Sometimes it can be a long time, especially over holidays. It's not rare to wait a couple weeks.

Hasn't moved again, so that's promising. There's probably some uncertainty given the steam market price for the hat, though: the prices at least seem to be staying relatively high (more like 40-50 key range), though since the effects aren't tagged in the sales graph their actual sales may not be. Given the difference, mods might just be waiting to see if any higher sales happen off market.
