its actually 24. If the bombing run is 12 and in-date (which it is), then it should be 12*0.9 +13, which is 11+13 = 24. The 12*0.9 should (or could, its not even necessary Id say, unless it was offered on the bombing) be capped at 11, but since 12*0.9 is 11 already, it cna be taken as such, unless theres evidence that 12 is too high for the run
