Should sell for around 100 keys, other versions of this hat with lower tier effects such as circling tf and cloud 9 are listed at 94 keys and 87.5 keys, respectively.

        Blatant price manipulation, but it's not invalid IMO. Based on the effect and the other rotation prices 95-100ish seems like a good range.
