Someone Sold Me this for 25 keys and said on trade history it averaged 25-27. More proof : http://imgur.com/gwVKbjJ He Said it was 25-27 keys and I offered my 28 key unusual he said atleast 3 key OVERPay was ok, which is 25 without overpay

What? You're not supposed to apply cold water to burns. You should use cool, flowing water, around 20 degrees, slightly lower than room temperature.
