Caps at B/O 100

Why does someone having a B/O stated means it's forced to cap? B/Os are completely arbitrary and for all we know, that B/O number on the trade was edited after the sale for any sort of reason.
I'm not being picky or criticizing, I'm just curious as an inexperienced Unusual suggester and I want to not make a similar mistake again.
Because that is the amount the seller would have taken in pure keys, and this the sale can only be valued as such.
