this is another one of those "what? seems low" kinda things :S both the 11 + 12 key owners previous had the hat under a week, most likely putting them on / off scm. seem more like quicksells for pure. this guy - http://www.tf2outpost.com/trade/27592941 was offered a miami honchos for his. idk.

I can already tell you that if it does sell for that, it's 100% an outlier. I would take and run as fast as possible if I were shimi.

About the first sale, if being outdated by 2 months really mattered(which it really doesn't, it's only an issue if it's outdated by 3 months), it would still support the range I suggested, since it fit perfectly in the median. I don't see any issue with it.

About the second sale, the 20 refineds weren't involved in the sale. Neither histories nor IDs match. I would've counted them otherwise.

And about your translator sale, I decided to skip it since there's no possible mini for the Translator(at least until you sell it). It would be a huge outlier anyways if you did sell it for 35 keys' worth lol.
