To lower a price they are counted.
Bots aren't. I don't know where you're getting that from.
If it's lowering a price shouldn't it be counted because convenience usually makes it higher?
Many people are iffy about bots, and I'd hardly call dispenser.tf convenient :P
Steam market clearly supports being over a key, ditto with classifieds (buyers at 1 and 1.06 keys, http://i.imgur.com/aWLIPOX.jpg )
Still, two keys without a range might be a little high yet. The steam market isn't reliably that high, and with the guy selling at 1 key + 10 ref who has stated they've sold two, you might still need a range (even if they're using a bot to sell). I'd probably call it 1.6-2 keys, and if it ends up being 2 keys later, people usually get the idea that when a price is rising the low end may drop out of the range pretty quickly.
