Uncraft Tinge paint is 10-11 ref, not 21 ref.

2x 10-11 is 20-22 so 21 in the middle ...

Sales like sale #1 shouldn't be used. Generally, if a hat sold with items for another hat or item that's worth more than 50%, the sale can be considered a bulk sale. But since you have another sale at 16 keys, I guess this is good. Just pointing that out for future reference.
