I think I've seen this somewhere, but duped/outdated unusuals less than 30 keys don't need minis. Correct me if I'm wrong.

Duped unusuals worth less than 30 keys don't need minis as long as the clean version is in-date. Duped unusuals worth more than 30 keys do need minis, even if the clean version is in-date.

But if the hat itself is not in date, regardless of whether it is duped or how much it is worth, it should get a mini-suggestion.

Since the Headsplitter is in-date and less than 30 keys it doesn't need a mini here (though your previous answer made it sound like it would).

Only duped hats under 30 keys that are in-date don't require minis.
