Let's assume the sale was valid, it would end up at ~500(valuing CS:GO Keys as 1.1 TF2 Keys each(1 key + 2 ref) ). If this hat can quicksell for ~500, then 700 doesn't seem too far off from it's real value.
If it resells this will probably need a resuggest, but recording the sale as it is wouldn't be bad either. Got my upvote.
