i'm not exactly sure where the cutoff is on lowering an item via outpost b/o's, but 3 weeks and 1 month seem kind of young to me? i don't know how well bumped the threads are either. if 1 month is long enough to consider lowering the hat, i guess you have my upvote.
When lowering an unusual item's price without sales, it needs to be more than a 15% change, I believe.

You need actual SALES to set an unusual price!
not to lower it he doesn't, if it's gone unsold for a certain amount of time at a lower price than current bp.tf price then it can be lowered.
except this isn't a great enough change, the minimum in the guide is 15%, this is aprox. 13%
