Dropping with sellers needs atleast a 15 % lower price. B/O drops rarely get accepted and most of the time on higher tier hats. This is a good example:

Also if there have been sales in the last 2-3 months then use them to update the hat and not focus on sellers

You can, but you need to have at least a 15% lower price. (and generally no other sales)

The sale from the previous suggestion is still valid, making the range here 21-23, at which you could resuggest, but its a fairly pointless change :P
