So surely this shows that people are still willing to pay 18 refined for 1 key?

It shows that quick buyers (buyers that buy for low, sell for high) are buying at higher prices. Even if the range is 18-17.66 (like the other suggestion) the quick buyers show that it cannot be accepted because of the buyers' buying price.

Willing does not necessarily mean it should be that way.

Just because a few people are willing to pay a little extra does not mean it brings up its value.

For example, you might be willing to pay $250k for a $200k car (that you've wanted for eons), but that does not make the car worth $250k.
