I think a 13 key range might be a little much, I can't help but think the 50 keys might be an outlier of sorts since the others are in the 30-40 range or so.
A 13 key range is admittedly large but acceptable.
However,

2.5-3 buds: 2% <---- Hats under 3 buds in value should no longer need minis if they are duped
3-5 buds: 8%
5-8 buds: 9%
8-10 buds: 12%
10-15 buds: 12%
15-20 buds: 10%
>20 buds: 12%
2.5-3 buds = 25-30 keys
So you should take the Phantom as it's original price of 20-26 keys. That would mean an even larger range, though. In that case, I'd just wait for some more sales.
Considering the two most recent sales of the phantom were with an avg. value of 15 Keys each, even if one of them used an outdated Steaming Towering Pillar of Hats, I'm sure that would still support having the phantom being used as 15 keys in this suggestion.
Of course, if it DOES happen to be updated and the phantom was to be sold again, I'll be watching it. Right now, though, having a range of 37-57 seems much too large than what should be acceptable for this suggestion.
Well, that's just the suggestor's discretion. From what I can gather from the seller, the buyer offered that on his Scot Bonnet, so I'm not quite sure if that could necessarily count as an outlier or not, as this hat hasn't sold for a while due to being in a collector's BP since October of last year.
This will likely require another sale to determine the outlier here.
As for the smoking phantom: As discovery pointed out, for hats below ~25 keys, you can take the value of your duped hats at their clean equivalent. 15 is very low for that; theres quickbuyers paying more for dupes than that.
Since that'd bring the range to 37-60 (approx), Id prefer to see another sale here. if no other sales happen, I guess a wide range will be needed.
