No recent sales that I could find (creds to discovery)
The seller has not been responding to the pure offer for his quicksale asking price of 75 keys nor the overpay offer in the range he requested. He also doesn't appear to be bumping his trades on Outpost or has been online much looking at the gaps in available time stamps of his backpack (http://imgur.com/qItZ6U9). I believe you have an inattentive seller as opposed to an item that can't sell. I certainly don't think a 35-40 key drop is appropriate here.
Technically there is a sale, but not usable for this.
So this should be fine.
He had this hat up for 100 keys and just recently changed it to 75 a few days ago.
OK, do you have a screen shot of that? There is no closed trades showing he was previously asking 100, and he either isn't online much, or doesn't appear to be desperate to sell considering he's not answering his offers.
In addition to everything you've mentioned before, Id like to point out that he has an offer of 75, from someone who is apparently competing with someone else that also offered 75, as seen in the comment section of his trade.
That makes it more likely hes inattentive and would also support the fact that is BO only recently changed.
So this wouldn't be valid?
