Going with 100, will keep an eye on both sellers.

New prices need at least two sales
I was originally concerned about pricing a hat off of a single sale, but due to this concern I delved into Polar's Unusual pricing guide, which claims an exception to that rule if the item in question is either worth above 200 Keys or is a rare item, such as this one, which is one of only two. The criteria the guide lists as requirements to price off of one sale is that it is rare, with no other usable sales in the past 3 months, and was not sold for 1 month following the sale, and although it is for sale and has not yet been a month, there is currently an unsold properly at one month which is for sale for less. Regarding the absence of other sales, the only other sale in the past 3 months was for two other unpriced unusuals, making it unusable, and so I didn't include it. Based on those exceptions then, this should be fine.
You described the rule on why this is bad and then told it off. It could be lower than 100 still.
Try to get minis on the other sales.
Like I said, the only other sale I could decipher, other than the one I used, was entirely unusuable. The sale appeared to be for an Anti-Freeze Sober Stuntman and a Purple Energy Soviet Gentleman, both of which are unpriced. I searched both of them for any sales to potentially use for a mini, but to no avail.
The Sober Stuntman is the only one of it's kind, and has had only 2 sales; one sale does not have definitive evidence: the only items of value that moved at the same time were three Strange Decorated weapons of different wears, which did not appear in the history to have been sent to the correct person, nor did it show in the other user's comparison, and they couldn't be used to price it anyway on the fact that no unusual weapons have prices. The other sale was similar in that any items of value on one user's comparison both did not appear at any point on the other user's backpack, and did not have the other user listed in it's history, making it impossible to know what it sold for.
The Purple Energy Soviet Gentleman also has nothing to use for a mini; it is one of three, one of which has not sold in over a year, one still being owned by it's unboxer, and the third having only a single sale of it's own in the past 6 months. The only sale for this one was, like the sales for the Stuntman, completely unusable because both users' comparisons show completely different items aside from the unusual in question, and any items of value only have one user in their history, and do not appear on the other users' comparison, making it, again, impossible to determine the sale.
With that said, that sale is completely unusable, even with minis fully considered. I am using the only determinable, usable sale that exists for this unusual, which is 100 pure Keys. The 1 month unsold at 125 Keys supports the credibility of this sale, so the price appears to remain at 100 Keys. If you manage to find any fully usable sales with credible evidence to accurately determine the prices of the two unusuals used in the above sale, then you can counter my suggestion, at which point I will remove mine if a better suggestion for it is posted; however I have looked at all sales, and the only other sale which is determinable, is the one above which is unusable.
Ik this will not really do anything, but I thought I just might add something about the trade my brother did. I now have the unusual and when he bought it from Cow it was a quick sale. I dont think the price will ever go under 100 keys. Again this comment doesn't really matter, but I thought I might put in my thoughts.
