Its definitely low, and Im sure that if he would try to resell it, he would fetch more than 13 for it.

However, in cases like this, where the hat is 1/1 and wont resell anyway, it is okay to report this sale as is, especially since the current owner requested the update (i.e he's okay with his hat being priced below what it could fetch realisticly)
