one unbumped buyer at 5 doesn't really look good

I think you can raise it with unbumped buyers, just as long as the buyer's active and ready to buy even though he doesn't bump.

I just checked his backpack, he has recently bought a Genuine Stainless Pot (which he also has a buy order) and he has also relisted his unbumped buy order. I guess you can consider him active enough.
