Wow, a half scrap difference matters? I'd understand your logic if this was the suggestion for the collector's set instead of the actual item.

Bob was saying that to help lower the amount of blind votes, as when someone says Kit, you'd generally think it was empty, not that it only needed one left to complete (Which IS considered to be complete as the one weapon's value needed is negilable). So Bob's logic is fine.

*Edit: Just saw the buyer at 7, so that also supports a raise. ^^

Yeah, they stopped dropping with hats in 2014. Hats started dropping again but Chemistry Sets and Collector's Kits did not. Now it's even more collectors!

No new sets are known to have dropped since August 13, 2014, so at this point it's almost universally accepted that Valve took Chemistry Set drops out of the game. They were removed just as suddenly as they were introduced and were never really drawn attention to from Valve.
