Eh, I don't think 9 ref should be in the range considering how inconsistently 9 appears. Counter to http://backpack.tf/suggestion/5723536bc440456b1034bee5 and all sales and Outpost trades will come from there.

Taking 9.66-10 ref, I don't think 9 ref should be in the range if listings at 9 are really inconsistent.
