I was the one who disliked the comments not him. Even though it is a tiny change. Decimals such as 1.61 SHOULD be rounded to 1.6
But they do not "need" to be it is an "option". and his and Ithagua's comments are correct

these are unusual pricing rules you are confused
no one is quickselling anything. Also some of the unsual rules do apply to normal suggestions.

The rules in general should be clarified and placed in a single location. I couldn't even find the 5% rule mentioned anywhere.
