You can lower a price with sellers, actually. However, 16 ref does seem a bit too low here.
Sellers help, but not only sellers. He needs sales.
There are buyers @16 anyways, if they lower their buying price, a suggestion to lower it could work imo.

No, he doesn't 'need' sales, sellers are fine for an item drop. If there are a bunch of sellers selling for less than an item's current price, then the current price is no longer a common trading point, and therefore needs to be dropped. Sales are only 'needed' when raising the price of an item, to prove that it can sell for more than the current price.

Looks like it's not too low anymore. 10 in classifieds at 16 ref, 4 in between 16 and 17 ref, and 15 at 17 ref. No buyers at 16 ref, the only buyer at 16 ref now fully stocked in just a few hours. Gonna upvote here.
7 of those classifieds at 16 quicksold. 16 is definitely low..

He's/she's not making the price unstable by voting up a suggestion. Technically the item is already unstable, but price suggestions are used to show that it is, it doesn't influence instability.
This suggestion beeds more proof to do this close this trade before admins close it

How exactly is this bad proof? Sure, it may not be much but it is still valid and acceptable. If enough people are willing to sell this for 16 ref, then it should be 16 ref. I'm upvoting this. Seems good

However the backpack of the buyer (http://backpack.tf/profiles/76561198086288446#!/compare/1460592000/1461110400) Does not show that he had a key removed from his inventory. In fact, the items that you received and the items that the buyer lost have no correlation at all. So in comes the question. Did you sell the item at all, or did you give it away? Even if you do have proof that you did indeed sell the item for 1 key, it's too late, one month too late. That trade is old news.

Yea, buyers counter, especially auto-buying ones. Buyers are actually the reason my s. degreaser suggestion was rejected. I wasn't able to lower it enough (below the 5% rule) for it to be valued.
2 of the listings are from the same person, so you lose a piece of proof there, as that's technically one listing. You really need more proof tbh.

Only one buyer at 16? I don't think that's enough to counter 8 sellers. If 4 or so people were buying at 16, sure, but one isn't enough

...that this item can still sell for more than 16 ref, so 16 ref flat isn't an ideal price here. Didn't think it needed explaining.

They all seam to be crafted hats, and we all know we rather a dropped hat or hat that was bought. It would explain why they are either selling them at a lower price or buying them for a lower price then the currently set price for said item.
Several buyers for 15.66 but a lot of people selling for 16.88~17, only one for 16 on bp.tf right now.
edit: Oh never mind, the seller at 16 asks for overpay only :/

All of them sold and one of the sellers (who frequently restocks) actually raised their price to 16.33. Going to need some unsolds at 17 ref to remove it from the range. Something like 16-17 might be better
