Okay I'm just gonna get this started here. Probably gonna turn out to be a shitty suggestion but we have to start somewhere I guess...

Okay so let's see, SCM has a tight range of price, going for around $28.50 USD, or the equivalent of 11.4 keys. Multiply the price by .85 (steam taxing the market) and you get $24.20 USD, or around 9.7 keys.
For the sake of the suggestion I'll just round that to 11.5 and 9.5 keys.

Buyers on backpack for 10 keys (within th range.) I'm not counting the current sellers because A) they're new and the sellers are gonna overprice them due to their rarity, and B) that price isn't really valid if they're already available for much cheaper on the SCM...
Well this has been my crappy suggestion, at least it's better than the previous ones :P
You shouldn't multiply by .85 btw, you should divide by 1.15 (no they're not the same).
Anyway, it seems that there aren't much sales outside of SCM so I'm not sure here. Sales do seem to happen in the range but I would probably try to find some item trades to back this up.
Yeah maybe. I mean I'm just trying to start this price off so we have a rough idea, not really a permanent suggestion. Also, I don't see how the 1.15 is more accurate than .85...?
Well in the case of steam the price that sellers sell for (what they get) is the 100%. Steam takes 15% of that to get what buyers pay, not the other way round. http://gaming.stackexchange.com/questions/209624/what-are-the-steam-community-market-fees-for-dota-tf2-csgo
Well that is true, but 100x0.85 is 85, leaving 15, or 15%. 100/1.15 is 86.95, leaving 13.05, which is not 15%. Well anyways this is besides the point of the suggestion.
wouldn't rounding to 10-11 keys be better? looks so much better than 9.5-11.5 :3
Does steam market even count since it's another kind of market ($)?
Anyhow it's still easy to sell for way more http://puu.sh/p70pn/e0b38df270.png (15 keys) + there aren't any sellers below 15
