you dont need to cap the 27 sale at 25 here.
A 9 day unsold does not mean that the hat cannot possibly be worth more than 25. 25-27 is a decent range here. Id personally prefer to see if 25 sells, but I dont like the idea of dropping hats even though all sales have been higher (the milk sale is probably around 27-28 as well), because of one relatively young seller.
The situation is different when a hat has remained unsold at 25 for several months, but that is not the case here

Eh, that really depends on the situation. Im always more for ranges rather than flat values, unless theres only 1 sale.
Im okay capping high ends at sellers if it is very obvious that values above sellers do still happen, but only in poorly appraisable sales (i.e if sellers are at 100 and theres two sales with impossible minis that are ~105-110, then Im okay capping those at 100 to make up for the fact that minis were impossible). There are a few other exceptions I guess, and in some cases where its done it will still be accepted (this isnt a crucial difference either, but for the form its weird to drop a hat when sales have been above current).
In other situations, where there are two sales that are farther apart, and a seller inbetween them, i.e a hat has sales at 70 and 110 and a seller at 90, I would generally want to wait for more sales. If such hat is currently priced at 90, then those two sales indicate 90 as mid value is still okay. Outlier reasoning will point towards 110 as outlier, but in many such situations, 70 flat is not better than current.
