People may be buying this item at its current price, but almost no one is selling it for that much and Genuine Flying Guillotine's without killstreaks active are becoming quite rare and hard to find.

trade.tf listings: http://imgur.com/A8WFWfA - Same kind of listings in the 'good deals' of trade.tf as the classifieds of backpack.tf. The suggested price is so low because it was last updated 3 years ago.

Those were all the trading sites I use, and none of them had this weapon for 3.55 ref.

The only place with normal Genuine Flying Guillotines was the steam market. As stated above, translating the value into refined, these are selling for a min. of about 5 ref and being bought at a rate of about 1 a day (check for yourself).
