Doesn't apply to lower-tierish items valued in keys since there, a 0.1 change can be significant.

Oh, i saw so many items that i could change price by like 0.1 or 0.2, but never did it cause i thought the less than 5% rule applied -_-

That rules doesn't really apply on items with keys as units. That rules was implied to prevent excess suggestions i.e. 1 scrap change.

0.1 here is translated to ~2 refined.
