Given both buyers and sellers at $0.10, probably worth including that, yeah.

Both buyers >0.09$ are badly bumped, just thought I'd point that out.

Definitely fair, doesn't look like the active $0.10 buyer is a huge purchaser.

Just thought I'd add this: even though the buyer @0.1 shown by Buck Rampant ( http://www.tf2outpost.com/trade/25692449 ) is invalid due to it being unbumped and not actively buying there are still plenty of people offering their metal to him which shows that quite a few people are willing to sell their ref @0.1.
