I don't see any evidence which proofs that the craft version sells equal to the uncraft version. Do you?

Tools are the exception.

You'd think so, but in fact they aren't always. Look at black/white paint (which are tools). Uncraftable is functionally identical to craftable, but tons of people have managed to sell for different prices--and craft/uncraft have different prices on bp.tf as a result. And those prices have remained different despite lots of people saying they should be merged. They shouldn't sell for different prices, being essentially identical, but they do.

So I don't know whether or not there's any difference whatsoever with the decal tool, but just being a tool doesn't mean it'll 100% be the same value for craftable and uncraftable.
